Should I file a form of I-539 (Application to change/extend nonimmigrant status) to F1? Or Can my wife keep H4 status?

In other words, changing H4 to F1 is mandatory or voluntary?

These questions are very critical to me right now.
I will deeply appreciate your answers.

F1으로 바꿀 필요 없습니다. H4는 학교를 다닐 수 있습니다.
장단점은…
1. F1은 out-state tution을 냅니다.
2. H4는 학교에 따라… in-state tution을 낼 수도 있습니다.
3. F1은 졸업후 OPT기간을 가집니다.
4. H4는 졸업후 취업시 H1으로 바꾸어야 합니다. 회사에 따라선 일단 OPT로 써보고 나중에 H1으로 바꾸길 희망하는 경우도 있으므로 취업시 불이익이 있을 수도 있습니다.

for my understanding, if she does not have I-20, she can got a degree.
You should check the school.

To Urgent: SEVIS System is only applied to F,J,and M visa holders. So, you are right. If your wife studies as H-4 status, The school doesn’t have to report to SEVIS system.
