다음 사항에 제가 exempt라고 적어야 하는 건가요?

7. I calim exemption from withholding for 2008, and I certify that I meet both of the following conditions for exemption.
– Last year I had a right to a refund of all federal income tax
withheld because I had no tax liability and
– This year I expect a refund of all federal income tax withheld
because I expect to have no tax liability.
If you meet both conditions, write “Exempt” here

Federal income tax 와 FICA tax가 같은 건가요?

전 여기서 f2로 있다가 f1으로 신분 변경했구요 올해 구월에 미국에 거주한 지 오년 째로 접어 들었습니다.
