How many accounts do you have in ING? Sometimes, companies issue multiple 1099-INTs for each accounts or one 1099-INT for multiple accounts. Some of interest came from nontaxable account or nontaxable transaction, therefore, it was not in the statement (or mentioned it as nontaxable interest). Check it with ING first and use the statement for tax return.
