I-912을 신청하여 I-90 process가 지연될수 있을까요?

만약에 I-912가 거절되면 처음부터 다시 I-90을 신청해야 하나요?

그러나 제가 원글님의 입장(자세한 입장은 모르나)이라면
Form I-912 는 하지 않고 I-90만 하지 않겠나 생각됩니다.
