In 1993, the U.S. Congress created the EB-5 Regional Center
Investment Program in order to encourage foreign investment into U.S.
businesses. EB-5 is an employment-based
preference immigrant visa category that allows a foreign investor to invest $1
million, or $500,000 in rural or high unemployment areas, in a U.S.-based
business in order to obtain a green card.
The Regional Center Investment Program has made the EB-5
visa process easier for foreign investors by designating certain “regional
centers” for investment. A Regional
Center is a private enterprise, corporation, or regional government agency with
a well-outlined investment program designed for a defined geographic
region. A foreign investor may select
one of these Regional Centers to invest in, and if his/her application is approved,
he/she can receive a green card once investment is made and at least 10 jobs
are created directly or indirectly through the investment.Each year, the Regional Center Investment allocates 3,000
green cards for investors applying for the EB-5 Regional Center Investment
Program. Once issued, the green card is
applied towards the investor and the investor’s entire family.However, the Regional Center Investment Program is not a
permanent program, and is due to expire on September 30, 2012. Although it may be renewed, we encourage
investors to apply for this program as soon as possible. Currently, the U.S. economy is still
struggling, and investments into U.S. businesses are highly encouraged. With a limited number of green cards
allocated for this program, this is the prime time to apply for any investor
