of financial statements for an entity, with respect to which the accountant is not
independent, the accountant’s report should be modified. In making a judgment

흠 저도 현직자지만 명확히 답변을 내리기가 어렵네요 부끄럽습니다. 외부 accountant로써 compilation해주는거면 독립성 없어도 그냥 현직 CPA말처럼 독립성이 위배되는지 아닌지 other matter paragraph등에 넣어서 report하면 되는걸로 알고 있지만..질문자님은 사내 회계사로써의 역할을 질문하신거라, 글쎄요.. 간만에 책을 뒤져봐도 그런 조항이 없으니, SSARS 따르고 GAAP 잘따라서 작성하면 문제될 것 없어 보이는데요

은행서 외부에서 appraisal 받으라는거 , 내부 직원이CPA던 지럴이던 해서 제출하고 나중에 걸려봐라.

상장되지 않은 소규모 회사의 경우
회계법인의 감사보고서가 없는경우에는 법인내 internal financial statement 를 제출하고 추가로 corporate income tax return form 1120을 요구받습니다.

말씀하신대로, compilation report는 auditor independence 와는 전혀 무관합니다.
Compilation report는 (at most ) the lowest level of assurance 를 부여합니다.
Compilation report는, licensed CPA가 고객의 financial data를 해당 accounting standards에 맟춰서 작성한 financial statements를
말합니다. Compiler CPA는 그저 눈에 보이는 (obvious errors)만 신경쓰는 정도입니다.
Higher levels of attestation services (audit, review) 에 요구되는, examination and testing of financial data는
생략됩니다.
따라서, compilation report는 independently audited financial statements나 review보단, 신뢰도에서 상당히 떨어지지만,
유일한 장점은 low cost 때문일 것입니다.
Large creditors는 융자심사시 independently audited financial statements를 통상 요구하겠지만, small creditors에게는 compiled report가 통할지도 모르겠습니다 (because it is better than nothing). It is my two cents.
