They appeal your property tax as a proxy resentative to county property tax office. They charge you only when the appeal is accepted and the property tax is reduced. For example, the property tax is initially appraised as $10,000. They appeal it, and the tax is reduced to $9,000. Then they charge you 30% - 50% of your saving. i.e., ($10,000 - $9,000) * 0.5 = $500 at most. You can save $500 in your pocket. They fail, they do not charge. They appeal to the appraised value, which is already decided by the county office. The tax does not increase when they appeal. At least in TX, nothing to loose.
