메모 얘기만 하자면,
메모에서 언급된 national interest는 ‘예외로 적용되는 영주권 카테고리’ 그 자체에 관한 내용이 아니라, national interest=국익에 따라 AoS를 승인해라 이런 지도를 오피서들에게 준 것입니다. EB2 NIW를 직접 언급한 내용은 없습니다.

영주권 카테고리 중에 예외로 세운 것은 위에서 제가 말씀드린대로 “미국 내에서만 영주권을 진행해야하는 카테고리” (USCIS acknowledges exceptions including nonimmigrant categories with dual intent and immigrant categories where only adjustment of status provides a pathway to permanent resident status) 밖에 없었습니다.
다만 메모 외적으로 대변인이 national interest 외에 굳이 economic benefit 까지도 언급한거보면 일반적인 취업기반 EB는 Extraordinary에 포함될 거라 보고들 있습니다. 물론 나중에 추가발표 나와봐야 확정되겠지만요
