요번에 매브니 문제도 많았었는데, 중점이 뭐냐면,
MAVNI program을 임시중단을 했었기에 차후에 다시 열릴만한 조짐이 보일까 해석되어지는 부분이 많았었습니다.하지만 오늘 Congress에서 공식적으로 MAVNI 프로그램을 종료했네요.
아무래도 요번에 장기간 holding되어있는 매브니 퓨쳐솔져까지는 입대를 시키고 그 이후는 더이상 생각하지 않기를 원하는 것 같습니다.

Congress has officially killed the MAVNI program as part of the recent defense bill that passed:
“SEC. 521. ENLISTMENTS VITAL TO THE NATIONAL INTEREST.
(a) In General.–Section 504(b) of title 10, United States Code, is
amended–
(1) in paragraph (2)–
(A) by insertingand subject to paragraph (3),” after
Notwithstanding paragraph (1),”;
(B) by strikingenlistment is vital to the national
interest.” and insertingperson possesses a critical skill
or expertise–”; and
(C) by adding at the end the following new subparagraphs:
(A) that is vital to the national interest; and
(B) that the person will use in the primary daily duties of
that person as a member of the armed forces.”; and
(2) by adding at the end the following new paragraph (3):
(3)(A) No person who enlists under paragraph (2) may report to initial training until after the Secretary concerned has completed all required background investigations and security and suitability screening as determined by the Secretary of Defense regarding that person.
(B) A Secretary concerned may not authorize more than 1,000 enlistments under paragraph (2) per military department in a calendar year until after–
(i) the Secretary of Defense submits to Congress written
notice of the intent of that Secretary concerned to authorize more
than 1,000 such enlistments in a calendar year; and
(ii) a period of 30 days has elapsed after the date on which
Congress receives the notice.”
(b) Report.–
(1) In general.–Not later than December 31, 2019, and annually
thereafter for each of the subsequent four years, the Secretary
concerned shall submit a report to the Committees on Armed Services
and the Judiciary of the Senate and the House of Representatives
regarding persons who enter into enlistment contracts under section
504(b)(2) of title 10, United States Code, as amended by subsection
(a).
(2) Elements.–Each report under this subsection shall include
the following:
(A) The number of such persons who have entered into such
contracts during the preceding calendar year.
(B) How many such persons have successfully completed
background investigations and vetting procedures.
(C) How many such persons have begun initial training.
(D) The skills that are vital to the national interest that
such persons possess.
