FSA Rules and Regulations
In exchange for the favorable tax treatment that Flexible Spending Accounts (FSAs) provide their participants, the IRS requires careful regulation of these products. All FSA plans, whether administered by Aetna or any other carrier, must follow the following regulations set forth in Section 125 of the IRS code that governs these “cafeteria plans”:
RULE #1: Only eligible expenses are reimbursable.
Medical FSA
Eligible expenses under the FSA include:
- Copayments, coinsurance and insurance deductibles for medical and dental services.
- Prescription drugs not covered in the medical plan.
- Orthodontia and dental expenses not covered under the dental benefit.
- Eye glasses, contact lenses and contact lens solution.
Dependent Care FSA
Eligible expenses under the Dependent Care FSA include:
- Licensed day care centers
- Day camps
- Before and after school programs
- Dependent Child under age 13
- Elderly parent who lives with you and requires care
RULE #2: During the plan year, if you don’t use it, you lose it. This is called the “Use it or Lose it” Rule.
It is very important that you carefully calculate the amount you put into the FSA. If money is remaining in your FSA account at the end of the plan year on December 31, and is not claimed within the 90-day claim period that ends March 31, it will be forfeited.
For guidance on how much money to set-aside in your FSA for the 2013 Plan Year, check out the Aetna FSA Savings Calculator. As mentioned earlier, this tool (http://www.aetnafsa.com)will help you estimate your eligible expenses by breaking them into categories (medical, prescription and OTC, dental, eye care and dependent care), and in so doing, you will also be able to estimate your savings from participating. Remember, there is a maximum amount you are allowed to contribute during the plan year:
2013 Medical FSA Maximum Contribution…………………… $2500.00
2013 Dependent Care FSA Maximum Contribution………. $5000.00

How to enroll in the Aetna FSA – 3 EASY STEPS!
Flexible Spending Accounts run on a calendar year from January 1st through December 31st. Therefore, it is necessary to re-enroll in a flexible spending account plan every year. Of course, deciding to enroll in an FSA is completely voluntary.
Step 1: Review the Benefits
u Use the online Aetna FSA Savings Calculator to calculate how much you can save by using a flexible spending account. Estimate your health and dependent care expenses for the upcoming plan year and then decide how much of your paycheck to put into your FSA.
Step 2: Complete the Online Enrollment
u Your FSA deduction will be calculated based on the annual contribution(s) you select. Example: If you elect a Health Care FSA with an annual contribution of $2,500, your biweekly paycheck deduction will be $ 96.16
u You can enroll in a Health Care FSA, Dependent Care FSA, or both.
u Employees MUST complete the online enrollment in order to participate in the Flexible Spending for the 2013 plan.
ATTENTION:
If you are currently participating in a 2012 FSA, your FSA will expire on December 31, 2012. You will NOT be automatically re-enrolled in the 2013 Aetna FSA. Anyone interested in the 2013 Aetna FSA must complete the online enrollment process.
WE WILL NOT ACCEPT ANY ENROLLMENT AFTER WEDNESDAY, DECEMBER 19, 2012.

Mark your calendar for the FSA Open Enrollment Window:
December 3 – December 18
|
|
|
Determine if you’d like to participate in a Flexible Spending Account in 2013 (either medical or dependent care).

|
|
|
|
Complete 2013 Aetna FSA Enrollment via the ADP Portal no later than December 18. Once Open Enrollment is closed, we will not accept any additional enrollments.
