한국에서 고등학교를 다니던 자녀가,

미국에 와서, 공립고등학교를 10학년부터 (2011년 가을학기부터) 다니기 시작해서,

여기 미국에서 내년에 졸업 예정입니다.

부모와 자녀의 영주권은 최근에(2013년 2월) 받았습니다.

올해 가을 12학년 1학기에 미국 대학에 원서를 낼 예정인데,

토플점수를 제출해야 하나요?

원서 제출시에는 약 2년반 정도 미국에서 학교를 다닌 셈이네요.

체류기간과 관련이 있는지, 아니면 영주권자이면 무조건 토플점수를 제출하지 않는지요?

아마 대부분의 학교가 토플을 요구하지는 않을겁니다.
SAT를 쳤었고 미국에서 고등학교를 졸업했다면 딱히 토플을 제출하지 않으셔도 될겁니다.
다만 몇몇 대학에서는 필수적으로 요구할 수 있습니다.
대학 입학 규정에 대해서 찾아보시는게 가장 확실합니다.

학교마다 다릅니다. 대학에 따라서 영어로 교육을 2년 이상 받기를 요구하는 경우도 있고 그 이상을 요구하는 경우도 있습니다. 4년을 요구하는 경우도 봤습니다.

또한 SAT시험하고는 상관이 없습니다. 한국 고등학교에서 미국대학으로 입학하는 학생들도 다 SAT시험 치룹니다. 그리고 토플성적도 제출합니다. 토플시험 별로 대단하지 않습니다. 미국에서 고등학교를 2년반 다닌 학생이라면 한 일주일 준비(컴퓨터로 시험보는 방법 연습)하고 시험보면 대학에서 요구하는 성적이 나옵니다. 그냥 하나의 단계라고 생각하면 됩니다.

1. 영주권,시민권/visa status 여부와 토플 점수 필요 여부는 관계 없습니다. 미국에서 고등학교 몇년 다녔냐만 관계 있습니다.
2. 학교마다 다를 수는 있으나 SAT 영어 점수가 일정 점수 이상이면 그걸로 토플 점수를 대신하기도 합니다.
3. 지나가다님 말씀처럼, 학교마다 요구 조건이 다릅니다. 가시고자 하는 학교에 직접 문의하시는 게 제일 정확합니다.
