Buy some used drum set. With that price, with used ones, you will get much better sound with new one in the same price range.
Pearl and Tama makes great beginners set. Or some Made in Taiwan are good too. I think with $300-400 you will not get any descent drum set unless you buy some used one. See if you can buy any used Pearl export series or Pacific drum at that price. Drums are not cheap. Just one good bass drum pedal could easily cost you over $500.
