Second, poor planning and weak feasibility studies — demand forecasts and cost analyses are often mere formalities, ignoring long-term use and maintenance. In conclusion, poor administrative planning not only wastes money but also undermines citizens’ trust in public systems funded by their taxes. To address this issue, Korea needs stronger data-driven decision-making, greater citizen participation, and better post-evaluation systems, so that lessons learned from one project can guide the next.
