고용주가 LABOR certification을 FILING할 당시에 show the ABILITY TO PAY 해야 군요
The U.S. EMPLOYER MUST show the ABILITY TO PAY the offered wage
from the date of filing the LABOR CERTIFICATION
until the alien becomes a lawful permanent resident.
IF NO LABOR CERTIFICATION REQUIRED with the petition,
the U.S. employer MUST SHOW THE ABILITY TO PAY the offered wage from the date of filing Form I-140
(priority date) until the alien becomes a lawful permanent resident.
