it means this benefit only belongs to Green card holderor taxpayer who files tax at least 5 years without Green card
if you filed tax at least 5 years, you are considered as Resident alien on Tax law even though you are not Green card holder.
Non-resident alien means people who pay tax less than 5 years. see the below News link.
