O1은 확실한 dual intent 비자가 아니라서 uscis/dhs는 일종의 dual intent으로 판단하지만 대사관은 좀 더 보수적으로 “ Under 8 CFR 214.2(o)(13), a “temporary” intent to remain in the United States is a requirement for O-1 classification” 라고 판단하는거죠.
