Letters in Support of Visa Actions performance evaluation이라는 명목으로는 써줄 수 있지만 기관의 이름을 걸고 할 수는 없구요. 사실 이런 형식으로는 NIW에 필요한 추천서로 쓰기는 힘들겠지요. 단 high-level (director, etc)은 가능합니다. 아마 다른 연방기관도 이런 비슷한 policy 가 있을 거 같은데요.
