The next steps are:
1. It’s brought to the floor for voting in Senate.
2. It’s brought to House again for voting due to amendments introduced in the Senate.
3. If any amendments are approved by house, a conference committee of House and Senate makes a compromise bill.
4. Compromised bill is brought for an up or down vote in Senate.
5. Compromised bill is brought to House for an up and down vote.
6. President needs to sign it.
7. USCIS begins rule-making process.
The first 5 steps have to be _completed_ in the next two weeks… or its chances of passing fall dramatically due to beginning of the election cycle.
It has a long way to go.
