공무원을 말씀하시는거라면, county 같은 경우 msw 없어도 소셜워커 가능합니다. social worker trainee 로지원해서 교육받고 social worker 될수도 있고 그외 social service 1-2년 업무경험이 있으면 social worker로 지원 가능합니다. 업무가 틀릴테니 한국 경험은 받아줄지는 모르겠네요.
