      음… visa bulletin에는 01JAN19 라고 써있는데 2018년은 어디서 찾으신건가요?

      Cut off date가 1월 1일 2019년 즉 이 컷 오프 날짜의 전은 2018년이 되지요.

      Yes you can file i-140 regardless of the retrogression.

      Nobody knows. It may be back to current in October when new quota opens up, or backlogged for years if there was too much application already in the pipeline. For ex, average time waiting time for final action date was three years in 2013.
