That’s the computer module for adaptive front light system for Lexus. Disable AFS and try again. If you don’t hear the noise, then it’s definitely AFS system problem, not your brake.
And if it’s AFS problem, actuators in the headlight assembly could very well be the source of your problem.
Note to self: yet another reason not to buy luxury vehicle..
